Maud: mastrit could have been an important inflection point in the way the union developed. We had an optout from two things, shengan agreement and single currency. There was a much more flexible way of developing the union which could have flowed from he stra treaty - but it wasn't pursued. And that led to it having this quite rigid format and approach, which i think is one of the reasons why the u k Decided to vote against it in the brexit vote. So
