Is It Right That the Red Shift Is Part of the Idea That the Universe Is Expanding?

The central observation that led to the picture of an expanding universe. Atoms typically emit light of characteristic wave length. So neon signs, for instance, like to emit red. A but what was discovered is that the characteristic wave length of of things seen in distant galaxies was systematically shifted towards the red end of the spectrum. That can be interpreted as the fact that we are moving away from them or they are moving away from us. But in any case, the and the further they go, the further you look, the faster they're moving. It's a rich technique for inferring the size and shape of the universe and where things are in them.
