The Dichotomy Between Network States and Network Cities

The idea of network states and network cities is the ability to have distributed locations. A network state sort of imposes this idea of like a layer one as you're calling it on sovereignty. But instead network cities actually built on top of existing layer ones. And so in that way, they're more like layer twos of these like, I suppose governance mechanisms almost orBuilt on top of these governance mechanisms.
