The question of whether or not we can answer this issue by analogizing Trump's actions to bribery is giving me serious flashbacks to the first impeachment and his conduct over Ukraine, but that's an issue for a different time. So I do want to drill in a little more on how we define what constitutes a legislative act and how far out that could go.
