The tool was developed to help people make whistle registers for conleggers. It can represent any whistled language but it can also do things that are either completely impossible for a human to whistle or just really difficult and don't happen to show up in reality. The software allows users to describe the phonetics of their particular language in more depth than they would be able to with real-life languages.
