The higher up in an organization, the more cognitive bias there will be. That to me is so apparent in so many organizations that I've studied and seen. It's so apparent in Russia right now in the persecution of the war in Ukraine. When you have an absolute authoritarian leader who has the ultimate power bias, it's almost like they're swimming in a pool of cognitive bias. And this dynamic relationship between power bias and cognitive bias actually amplifies that.
