A group called Mosaic ML spent $200,000 on a cluster run to build this model and look at how it performs compared to some of the top models that are closed source. The data that they trained it on is all listed here. It's all publicly available data that you can just download off the internet. So I think if you want to run a real high scale model, that's still going to run you tens or hundreds of millions of dollars.
