How to Calm Your Feedback for Promotion
Instead of collecting feedback on individuals, go to other people who have been involved in the process for longer than you and ask them for examples of feedback that they've given on individuals. And then you can calibrate your feedback based on what their feedback has been so that you're all giving the same kind of feedback. This calibration process is actually built into the performance review method at my current employer where the managers will give ratings and feedback.
