Rebel governments involve lots of different projects or institutions, so these could range from a basic court systems all the way up to land reform. These various projects can be divided along two dimensions, intensiveness and extensiveness. So when rebel organizations are taking resourcesd things fromm the powerful and giving them to the less powerful. Often this took the form of land reform,. changing the status of women to include requiring, in some cases, that women go to school.
