Is the Intrastructure Bill Going to Help Mitch Connell?

They argue that if people walk away from this speech thinking to themselves, that's the guy from scranton who gets my life and is going to fight like hell to make it better, That's the win. But they also say there are other ways in which he can help himself by getting things done -- such as passing an infrastructure bill or some kind of tax cut.
