Is It an Analyst or a Data Engineer?

In a good team where an analyst works with product teams on planning and releasing analytics around features, how does that process look like? Who is involved in analytics for feature releases, planning it, implementing it, queuing it, analyzing it, prioritizing feature based on data? "I don't have a strong opinion on who on the team would be. I think it's just someone who has that view," he says.
