Robert Miracle and Attorney Robert Powell Faced Criminal Charges

Developer Robert Miracle and attorney Robert Powell were also facing criminal charges. Miracles pleaded guilty to failing to disclose a felony because he did not tell a grand jury that he had paid two point one million dollars to Shivarella and Conahan in exchange for their help in securing the private facility contract. As part of his plea agreement Miracle was forced to pay a $250,000 fine and he agreed to donate about two million dollars to local children's health and welfare programs. He served a total of one year in prison and he was released in 2015. On July 1st 2009 Robert Powell the attorney who co-owned the juvenile detention facility pleaded guilty to the charges of failing to report a felony and to
