The EU's Support for Ukraine
The EU has given signals that it is even going to include the needs of Ukraine into the budgetary planning of the EU as a whole. The biggest shift in paradigm, I would say, is not even this when it comes to the outcomes of the summit. It may not seem like too much a thing right now, but the EU leaders have agreed what they will do with the freeze-Russian assets in its territory.
