Trujillo uses Haitians as a scapegoat in his crackdown on the Dominican Republic. He pushes through punitive laws against them, which he does throughout the mid thirties. There is a belief among many Dominicans that Haitians are taking jobs and driving down the price of wages. In early October, Trujillo visits a banquet near the border. And he starts to get drunk; this is not an unknown thing to him. It's when you have absolute power, you get to let your whims carry you When Trump was like on prednisone or whatever.
