If we don't spend time thinking about and setting up the property rights beforehand, what we'll get is something akin to what we had in the discovery of the new world. We already have an example of people figuring out how to deal with a resource like space in the law of the sea. If we think about this ahead of time, you have an opportunity to possibly avoid that kind of conflict. It would also give entrepreneurs an incentive to start thinking more carefully about how they might utilize these resources now.
