The practice of getting a license to preach is rooted in this. In the 20th century, it became more common to talk about someone who hasn't been ordained to the gospel ministry but approved by the church to be able to go forth and preach. There were men who at times for whatever reason, maybe their circumstances of life prevented them from taking up the eldership.
