18th century England had effectively a welfare state. illegitimate children claimed their money from the parish in which they were born. There was all this anxiety about too many children being born in one parish, because then it would cost loads of money. Parish officers tried to get women to marry at like the eighth month of their pregnancy so that the child's not their problem.
