In 1984, under the Reagan administration, PSAs like so much else were deregulated. With less enforcement of that mandate, stations suddenly had a lot more flexibility. As cable channels proliferated and the economy boomed, it got harder and harder to place PSA's. By 1997, the head of the FCC was saying that PSas had dried up and disappeared like rain in the desert. And all of this affected McGruff. On one hand, the campaign was tackling issues as serious as gun violence. But on the other, he'd been getting sidelined in the logo because he'd been deemed too light-hearted to participate. Did Scruff need a reboot? Or a sidekick?
