I think government is very aware that they are behind the times in terms of technology. It's partly because technology does move so, and no sooner have we learned one new app than something new comes along the next day. Most policymakers in the West certainly are sort of art graduates. They're not technologists or scientists themselves. But no, I think government as a whole is very behind on technology. And that is a problem, particularly in the space of climate.
