Dan says he actually built a special deck to keep random people from wandering up there. There are no stairs, you have to climb partly up a tree and then lift yourself over the railing. Phoebe Judge: What wound up pushing Dan over the edge wasn't drug dealers or sex workers. It was garbage. The city put in a traffic diverter across the street from their house. A concrete divide with space in the middle with trees and nobody took care of it.
