The History of the Civil Rights Act of 1866
Anti-black sentiment permeated the entire country, not just the south. New York, Connecticut and Pennsylvania restricted or took away entirely a black man's right to vote. Civil Rights Act of 1866 was first time US government had ever said there would be no anti-racial discrimination.
