Follow the check lists. They're all there for a reason. Insure continuous monitoring of flights using, among other means, cockpit voice recording records read out. Require that certified staff approved for maintaining a certain type of aircraft should be present during pre flight inspections. And insure that the flight personnel strictly follows standard operating procedure.
