The first report on fuel poverty was produced in 20 14, and we already documented then that excess winter deaths in the uK. Are higher than in colder countries. At least ten % of those excess winter deaths can be attributed to cold homes. And our homes are colder because they're less well insulated. So that's been going on for a long time.
