The Importance of Being at the Center of Global Politics
Matt Welch: You never quite knew what you were going to encounter on any particular day, and that's what made it interesting for so long. As far as being at the center of the policy, I'd say sometimes you were and sometimes you weren't. It all kind of depended on the congressional role, but it also depended on where sanctions fit within your broader strategic paradigm. But yeah, you never quite know what was going to happen on any given day.
