The Forum of London by the Hadrianic Period
London by the Hadrianic period probably has its own magistrates, but when we're not quite sure. London remained without a town council as it were until comparatively late that it remained on a minster administration. The port of London is what's driving it's central, and some of it's trade, some of it is official consignment and cargo. It requires an enormous amount of labour to unload boats in a pre-modern era.
