I think this particular problem has gotten significantly worse in this country over the few years. It's not just about butocracy. It is also about people seeing that they are sitting on a position that they can exploit, and they really want to take their opportunity to exploit it as much as they can for their own personal self interest. Those things don't fundamentally undermine the ability of the system to work, and, in fact, may actually improve the systems' ability to get things done.
