There's the obvious collective action problems. Carbon omissions of any given country, cerainly any individual, disperse globally. So global pendemic imposes a risk on everyone. And if you invest in counter measures and then you're not going to be able to recover those costs later, that make things more challenging. If politicians cause a sacrifice now, and most of the benefits are for future, leave leave generations aside. i would like politicians to care about the next electoral cycle.
