The war on drugs disproportionately targeted black and Latino communities. African Americans made up 80 to 90 percent of police cannabis arrests each year. Oakland City Council wanted to ensure there was some diversity in this new booming industry. Half of the licenses to operate in the legal cannabis industry are reserved for those who came from areas which endured disproportionate arrest rates for weed or had cannabis convictions.
