Do We Really Need a 400 Page Rule on Drones?

The FAA issued its rule on drones a few years ago, but virtually the entire industry now is governed by guidance documents coming out of the agency. All of the cross industry knowledge that we would be getting from developing new kinds of rights away gets thrown out the window because drones simply get put into the 80 year old airspace packaging.
