The number of cesareans in a district dropped between 1516 and NHF is 4 and then the 1920 NHS 5. There are several districts I think there are about 70 where the number of C-section births has fallen by up to 20%. This really tells you that most likely from everything we know these who have been districts where the district hospital in five years ago happened to have both an obstetrician and anesthetist. But in the next generation five at least one of those people that post was no longer filled, so they couldn't do surgery.
