The Proconsular's War on the People of Africa
Proconsularis is essentially forming a private militia that he's sending out for the purposes of raiding. He recruits vagrants and undesirables, even if they are 'unsubstantial' But what he does from this early stage is he' hand picks the men that he thinks have the greatest potential. So later on, in tacitus's account, under the first proconsul that troops against him, the romans lead probably around about ten thousand men against him,. which suggests that taprinus has a fairly substantial force.
