Is the Father a Trinitarian Act?

Luther's catechism speaks about creation in the fathera redemption in the son and sanctification in the spirit. When we attribute, say, sanctification to the spirit, are we really saying that the father and son also don't sanctify? The power of creation is the fulness of the divine being working through father, son and spirit - a trinitarian godhead. But they all work, and all the divine persons work equally.
