Why Did the Romans Overuse the Letters I and U?

The letters I and U didn't just represent vowel sounds, they were also used to represent consonant sounds. The use of those two vowel letters for consonant sounds goes all the way back to the Romans. It explains why the letter Y was often used as a vowel in place of I. And it explains why English words rarely end in an I or U today.
