i don't think there is a technical limitation in the universe to creating artificial intelligence, something smarter than humans that exist in software. Even if even if you try to programme something to have humanity's best interests in mind, it gets remarkably hard to articulate what you want. There's no reason to assume that the team that wins the artificial intelligence race and that takes over the world is the team that you would want them to win. Like their idea of what would be the perfect human society is horrifying to everyone. Let's hope isis doesn't have some of the best artificial intelligence researchers in the world, right?
