What Was the Trigger?

I don't think the trigger was the NATO. Do you think that if NATO had put in writing, we will not bring Ukraine into NATO? That would have been the end of it. So I think Putin was asking for an absolute openly stated willingness to back away from Ukraine. And he's confounded on what the hell is going on there.
