An honest technocrat and a wily politician worked together. They somehow had a very similar way of thinking about how to act policies. After june 91, they both were on the same page in terms of what needed to be done. And as you know, maunsing wasn't the only person he hired who realized that the economy had to be changed. Was to remove, externalization, but internal liberalization, which is why he kept the industry ministry for himself.
