Is Optimus Primal a Prime?

Optimus Primal was inspired by Optimus Prime, but the Maximals went back in time. They wanted an Optimus Prime style character for the Beastwars cartoon,. But they couldn't get Optimus Prime because it wouldn't fit the continuity. He looks like a gorilla on the outside, but when he converts to robot mode, there's a lot of like red highlights and colors so you can tell the versions apart.
