The lieutenant of police in Paris thought that if only the rules can be woven into a net which has a mesh so tight that no one can escape it, Parisians will become orderly. This is the vision of order that danced before the eyes of the lieutenant of the Parisian police,. Only to have that dream shattered again and again by the recalcitrant Parisians.
