Is There a Continuity of Black Neighborhoods?

There's been little progress in helping places that were behind in 19 68 catch up, but there have been significant changes in the geography of black families. I think it points to the idea that we need to be creative in thinking about what margins we might be able to adjust a the ones that aren't devisive. We're operating in a constrained environment, but those constraints are somewhat dictated by our past policy choices,. Like policies that encourage wealth building solely through home ownership and concentrating your wealth in your homes.
