React Hooks

I like the way that react hooks handles this problem, essentially well. But where i'm not clear on how to age state effectively as things that are the global state. For example, is the user signed in? Is it dark? Mot these things that don't really necessarily have to do with the data of the application. It really is more of a et there is, in my mind, a state versus data issue. And the state stuff is, does the at provide the correct abilities and respond correctly to events?
