Yellen and other authorities have gone very far to making sure that they send the message that implicitly yes, but explicitly they don't have the congressionally mandated authority to say yes. The But: There's a certain amount of group think that trickles into a lot of this. And what you end up with is not necessarily a holistic strategically oriented five year forecast. It's almost bottoms up to the point where it's two bottoms up.
