The Unknown and the Unknown
Regulators and designers always cook it when it comes to infrastructure. The more unknowns that are there, the more it's going to be blown out well in proportion. From their initial estimate of 40, they've ended up with 430. That's almost an 11x increase. There's a funny video on YouTube of a few construction workers. Have you seen that? Yeah, just passing a brick to one of the other. It's about 10 people passing the brick to the other or whatever.
