Is It the Developer or the Business Guy?

At this moment, it's all the responsibility of the developers to change the configuration. We can't fully implement the editor and just a raw code editor. The business man is not able to maintain it correctly. Every time they want to have some changes, they will choose to out, reach out to us to change the configurations. And, interestingly, we have another solution of configuration. It's using quite a major solution called DML rules. But as time goes by, the spreadsheet is getting bigger and bigger. So eventually, the response abilities shift to back to the engineering team.
