Blame Is Not Complimentary
I think of blame as a finding of fault and that tends to come out in the form of accusation. Minimally, it's a judgement that the person was at fault for doing or failing to do what she did or failed to do. So I'm certainly not someone who would argue that blame is required even when it would be appropriate. It could be a very strong accusation or just a very, very mild accusation. Like, hey, I wish you hadn't taken my book without asking. That's a kind of mild, actusatory tone that one takes when one expresses blame, even in that gentle way.
