The Model of a Police Force
After 18 50, from about 18 50 to 19 hundred, these police forces were never elected. They were not locally controlled by wards or local councils. The common pattern was that they were intentionally composed of people who were very unlike and very separate from the neighborhoods that they policed. These mayors who oversaw and commanded these police forces often, though, had multiple competing loyalties.
