There's a thread in academic settings which says, let's take sea, but then do something that makes it safe. And so there are language is like safe sea. There are people who make subsets of here's the safe subset or the verifiable subset,. Or whatever. These have been an active area of research for decades at this point. I don't think any of them have had a measurable effect on practice. So some combination of good behavior, legislated good behavior checks, careful testing and so all f these will improve the situation - but i am a little dubious it will completely solve the problem.
