Is the US Government Exploiting the Debris?

It appears now that Chinese were doing these since at least 2018, although sometimes the US usually unnamed officials say it's been going on for five years. Until two weeks ago, or last, you know, we can, I guess it was really just last weekend, there had been no public reaction by the United States. And so either they decided that doing this directly over the central part of the US would have been no big deal because we wouldn't see it; or it was worth it for either intelligence or political reasons.
