The War for an SS

The rule of law within military organizations, particularly the war for an SS was pretty eroded in their view of how they conducted themselves. Within their ranks they harbored a lot of people that you know in civil life would be viewed as psychopaths or serial killers. The uniform and given firearms gave them carte blanche to rape pillage and murder with impunity because there was a war on that and they could do it. And again in the Balkans, you had all these weird and wonderful locally recruited groups which did not meet Nazi criteria.
