Solo Scriptura: When Did It Come Into Effect?

When did solo scriptura come into effect? Was the Old Testament sufficient for the Jews of Jesus day with the Israelites have had sufficiency in the five books of Moses? Would the Corinthians have only needed the Old Testament and their letters from Paul? These questions come about because the books of the Bible as we have them today aren't weren't compiled until significantly later on.
