Estonia has the highest proportion of unicorns, startup firms valued north of one billion dollars per capita in Europe. Estonia had a first round of internet millionaires who then managed to create this kind of a virtuous so lots of ex-Skype people went out and established their own next startups. The standard was able to build up the system of private secure identification that became the basis for a large number of public services such as voting on the internet.
